Summary / Objective:
This team provides SETA (System Engineering and Technical Assistance) support to Naval Sea Systems Command (NAVSEA) 04X Operations. SEA 04X provides management direction to the Naval Shipyards (NSYs) and Regional Maintenance Centers (RMCs) and serves as the Headquarters for Depot Level Maintenance. SEA 04X objectives are to improve business performance through project management excellence and competencies by coordinating management of NSY project execution efforts. The objectives of such actions will be to increase individual effectiveness, learning solution quality, and reduce overall program costs.

In this role, you will conduct support in one of these areas:
- For identified improvement initiatives, provide Business Case Analysis (BCA) with particular focus on throughput, cycle time, business and industrial processes. BCA’s should provide an understanding of associated business and implementation risks for each initiative, impact of each initiative, costs associated with implementation efforts, and other relevant components.
- Provide an overview of initiatives to include the following: current state of affairs for process/organization under review, description and significance of improvement effort, required fixed and variable costs (to include labor), timeline and proposed future state.
- Provide detail recommended steps/activities for implementation and follow-on assessment of effectiveness including additional actions.
- For new technologies, propose potential acquisition strategies associated with each of the proposed initiatives and indicate the risks and benefits that are expected to accrue.
- Develop metrics to measure the success of initiatives.
Required education and experience:
- A Bachelor’s Degree in the field or in a related area such as Bachelor of Science in Industrial Engineering (BSIE).
- A minimum of 5 years of relevant years of experience.
Preferred education and experience:
- An active NMCI account and CAC.
- LEAN practitioners such as American Society for Quality (ASQ) certified black belts.
- Knowledge of USN Submarines
- Two or more years of experience with Submarine Programs and Maintenance Activities.
- Experience leading a project and interfacing with an end item customer.
- Knowledge of Program Management, including the acquisition process, change management and Navy program execution.
- Active-Duty Experience in the submarine service.
- Recent experience in Depot or IMA level maintenance of Submarines would be ideal.

Work authorization/security clearance requirements:
An active or current DoD Secret security clearance.

Supervisory Responsibility:
Individual selected would be responsible for overseeing overall contract execution and supervision of a geographically dispersed team of up to 130 personnel with multiple subcontractors supporting.

Position Type/Expected Hours of Work:
The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the “core” work hours of 9:00 a.m. to 3:00 p.m. and must account for the hours in a pay period to maintain full-time status.
Telework:
This is a Telework Allowed up to 20% position.
Travel:
Able to travel up to 10% of the time.
