Duties
- Performs wide ranging and substantive policy and managerial actions for the Director and Assistant Director to assure full and appropriate coordination, integration, and operation of major Bureau program missions and activities.
- Leading the identification, integration, and guidance of energy, minerals and/or natural resources programs, functions, and responsibilities.
- Provides direction and instructions to BLM Headquarters and field offices on all program matters within the Directorate's responsibility.
- Conducts continuing assessments of methods, procedures and work processes in order to make improvements, and to make processes more efficient for the energy, minerals, and realty programs, as well as for internal directorate functions.
- Makes technical, procedural, and policy decisions concerning energy, minerals, and realty programs and functions.
- Responsible for the technical and administrative supervision of a large and complex staff performing a variety of professional, technical, and administrative, and clerical work required to carry out the Directorate's missions.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity.
Specialized experience is further defined as: Experience directing and managing the development of regional and/or national policies, procedures and guidelines for energy and/or natural resource related programs; experience developing program budget, policies, procedures and guidance for all aspects of energy and/or natural resource-related program management; experience providing technical direction to subordinate employees on work to be accomplished; and experience resolving complex and highly controversial issues and problems relative to policy guidance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level.

This is a not-to-exceed thirteen (13) month Temporary Promotion / Detail assignment. At the expiration of this assignment, or whenever your services are no longer needed, you will be returned to your position or to a position of equivalent pay and grade within your agency of record.
