RKF Engineering LLC provides electromagnetic environmental effects (E3) analysis support to the Defense Information Systems Agency (DISA) Program Executive Office (PEO) Spectrum in accordance with the Telecommunications Act of 1996. Under this directive all Federal government departments and agencies are directed to provide access to mobile service providers (MSP) for the installation and operation of cellular telecommunications systems on military bases in the United States.
This project supports the PEO Spectrum by determining whether the operation of proposed MSP cellular transmission systems will interfere with government and Department of Defense (DoD) communications-electronic systems. The position requires knowledge of basic or advanced communications systems theory, database management, and communications-electronics (C‑E) design and functionality. Some familiarity with domestic regulations governing the use of the radio frequency spectrum is desirable.
The responsibilities of the job include, but are not limited to:
- Leveraging program software to perform electromagnetic compatibility analyses to determine if new MSP installations can operate compatibly in a specific geographical area without posing conflicts to nearby DoD communication equipment operations.
- Perform the above task and document progress and results of the analysis according to given report guidelines within the scheduled time period of each task.
- The principal qualifications and abilities needed for this position include:
1. Ability to discuss and understand the technical design and operation of wireless RF (telecommunications and cellular communications) systems and the operation of wireless DoD C-E receiver systems.
2. Perform sub-database searches of technical records for government C-E systems from DoD and government master frequency databases
3. Familiarity with basic radio frequency propagation equations and the operation principles of transmitters and antennas
4. Perform linear and intermodulation E3 compatibility predictions using computer propagation models.
Depending on the level of experience, on-the job training will be provided to fulfill the above requirements.
Qualifications: Applicant must have the following minimum education:
- A Bachelors in Electrical Engineering, Physics, or Mathematics or relevant spectrum engineering/management experience
- Ability to leverage RF data and utilize an existing software tool to perform needed analyses
- Active Secret Clearance or able to obtain a SECRET level security clearance. In order to obtain a clearance you need to be a US Citizen and show proof of citizenship.
Additional Preferred Qualifications:
- Prior military service in the field of Spectrum management and DoD systems operation,
- Experience working in the DoD and US military spectrum community to design communication networks,
- Knowledge of DoD spectrum management process and procedures; knowledge regarding use of DoD spectrum management tools (e.g., Spectrum XXI)
